In July, HEAB received our appropriations from the federal Department of Education for 2004-05 under
the Leveraging Educational Assistance Partnership (LEAP) and Special Leveraging Educational
Assistance Partnership (SLEAP). The federal LEAP and SLEAP programs partially fund the TIP Grant.
The amount of these appropriations is greater than the estimates which the Department of Education
provided in March, so there is now more money available for TIP than previously expected. Initial
TIP allocations have been increased, and the new allocations were e-mailed to the schools on July
21. The Continuing TIP award will remain $1400. There were not enough additional funds to
significantly increase the Continuing award.
