Dear Colleagues,

Points of Interest:

1. The Wisconsin Tuition Grant Program commit percentage reached the statutory maximum of 122%. Therefore, on August 27th, 2003 "W coding" or "Wait Listing" for the program was implemented.

2. All revisions, updates and additions for the 2003-04 academic year have been made to the electronic Policy and Procedure Manual and are available to you.

3. Technology update - All of our notification lists, error reports, and graduate non-resident reports are available electronically. This includes Academic Excellence. If you have any concerns please feel to contact Barb Moermond at (608) 266-3091 or Barbara.moermond@heab.state.wi.us.

4. A question was recently raised about a case where a student had enough Pell, Academic Excellence Scholarship, institutional scholarship and WHEG to total more than her need, which in her case was the entire cost of education. We discussed the fact that the statute and the rules for the AES do address this question, and we are taking this opportunity to remind everyone of what the AES statute and rules require.

   The statute says:

   39.41(6) A scholarship under this section shall not be used to replace any other grant for which a student is eligible.

   The rules say:

   HEA 9.07 Institutional Responsibilities.

   1. The institution shall match the scholarship award provided by the Higher Educational Aids Board from its own funds each academic term for each scholar enrolled.

   2. The scholarship shall not replace other need based state grant assistance in the package of financial aid offered to the scholar by the institution.

   We tell the students:

   If you are the recipient of need-based federal, state or private student financial aid, this may create situations where the AES cannot be fully awarded due to other assistance covering the cost of education.

1. 2003-04 notification lists and other associated reports are scheduled to run September 2nd, 9th, 16th, 23rd, an 30th.

2. 2003-04 award commit and spent for TIP, WHEG, and WTG as of August 28th are as follows:

   TIP Award Commit	=	106.05%	(last year at this time it was 95.12%)
   TIP Spent	=	17%	(last year at this time it was 14.17%)
   UW WHEG Award Commit	=	120.04%	(last year at this time it was 111.80%)
   UW WHEG Spent	=	21.59%	(last year at this time it was 18.25%)
   WTC WHEG Award Commit	=	163.79%	(last year at this time it was 145.39%)
   WTC WHEG Spent	=	22.92%	(last year at this time it was 25.56%)
   WTG Award Commit	=	122.42%	(last year at this time it was 118.24%)
   WTG Spent	=	27.28%	(last year at this time it was 24.04%)

3. TIP nomination forms should be sent to John Whitt.

4. File maintenance is being accepted for the following items only:
   Professional Judgement changes
   Special Tuition
   Selective Service changes
   Special Circumstances
   Deletes
   If you have a situation that you believe is a special circumstance, please contact the program coordinator. All other changes must by made by submitting information to the federal processor.
