The Monthly Memo

April 3, 2003

Dear Colleagues,

Please visit our web page. heab.state.wi.us

Points of Interest:

  1. You will soon be sent the various forms and information related to 2003-2004 processing. Our plan is to have the first notification list for 2003-2004 released about April 15th.

  2. The 2003-2004 voucher (V) process will begin August 5, 2003. You may begin sending in voucher requests during the week of July 28th. Please voucher only for those students who are registered for coursework.

  3. Due to unforeseen circumstances, the public hearing for the changes to the TIP Grantís administrative rules must be held over again. The new hearing will be on Friday, April 25, from 9:00 a.m. to 9:30 a.m., in room 201SE of the State Capitol in Madison. Because of this delay, the rule changes for TIP will be effective for 2004-2005 processing. Therefore, 2003-2004 initial TIP nominations will use the current administrative rules. The rule changes involved were the result of the TIP workgroup which met last year and were approved at the October 2002 board meeting.

Points Related to Processing:

  1. We will begin running the 2002-2003 notification lists every other week after the April 8th run. The 2002-2003 notification lists will be run on the following dates: April 1st, April 8th, and April 22nd.

The 2003-2004 notification lists will be run on April 15th and April 29th.

  2. 2002-03 award commit and spent for WHEG and WTG are as follows:

TIP Award Commit = 135.34% (last year at this time it was 131.83%)
TIP Spent = 91.00% (last year at this time it was 90.39%)
UW WHEG Award Commit = 135.83% (last year at this time it was 135.95%)
UW WHEG Spent = 99.96% (last year at this time it was 96.34%)
WTC WHEG Award Commit = 169.88% (last year at this time it was 171.28%)

WTG Award Commit = 115.87% (last year at this time it was 122.02%)
WTG Spent = 95.65% (last year at this time it was 91.23%)

NOTE:†The "W" code is currently being applied to any new UW and WTC-WHEG applicants.

Please note that the W-codes which are currently being applied to UW and Tech WHEG awards do NOT affect other grants. The TIP Grant, Indian Grant, Minority Grant, and Handicapped Grant may all be vouchered for students with W-coded WHEG awards.

  3. 2002-2003 vouchering occurs both Tuesday and Friday nights. Requests will be processed if they are received by 12NOON on either Tuesday or Friday.

  4. TIP nomination forms are to be sent to John Whitt.

  5. File maintenance is being accepted for the following items only:
      Professional Judgement changes
      Special Tuition
      Selective Service changes
      Special Circumstances
If you have a situation that you believe is a special circumstance, please contact the program coordinator. All other changes must by made by submitting information to the federal processor.

  6. Due to very tight WHEG program spending, please return refunds as soon as possible. All WHEG requests are being held pending the receipt of refunds. The requests are being released in the order in which they were received. Schools that have requests in the holding files will be receiving a listing of them. Please refer to that list before re-requesting funds.
