Note: All revisions, updates and additions for the 2002-03 academic year have been made to the electronic Policy and Procedure Manual and are now available to you.

Points of Interest:

  1. The next Board meeting will be held from 9AM to approximately 12NOON on August 2, 2002. The meeting will be held in room 201SE at the State Capitol.

  2. The Selective Service Procedures that are used internally by HEAB were recently changed. Students who indicate they are male on their FAFSA and indicate that their birth date is prior to 1960 will no longer be flagged for Selective Service purposes on the notification list error reports.

  3. Please note that students who incorrectly answer the "are you male" question on the FAFSA or leave the question blank must be reviewed by the school and the Selective Service Override must be submitted via File Maintenance, if appropriate. The override code is used when schools have documentation that the student's status, as it relates to Selective Service, allows state grants to be awarded.

  4. The Conference Committee continues to meet to discuss the 2001-03 Budget Adjustment Bill. I will share with you the results once the committee has completed its work.

Points Related to Processing:


  1. The end of the year 2001-02 notification list is scheduled to run July 15, 2002.

  2. 2001-02 award commit and spent for WHEG and WTG are as follows:

      UW WHEG Award Commit = 134.75% (last year at this time it was 134.83%)
      UW WHEG Spent = 98.13% (last year at this time it was 98.56%)
      WTC WHEG Award Commit = 171.21% (last year at this time it was 171.60%)
      WTC WHEG Spent = 99.77% (last year at this time it was 97.26%)
      WTG Award Commit = 121.95% (last year at this time it was 120.86%)
      WTG Award Spent = 98.11% (last year at this time it was 99.66%)

    NOTE: The "W" code is currently being applied to any new WTC-WHEG applicants. Decrease in the Award Commit for the WTC-WHEG from previous months is due to carry back from 2002-03.

  3. The last day to submit voucher requests for 2001-02 was June 14, 2002.


  1. 2002-03 notification lists and associated reports are scheduled to run July 2nd, July 9th, July 16th, July 23rd, and July 30th.

  2. 2002-03 award commit for WHEG and WTG are as follows:

      UW WHEG Award Commit = 97.32% (last year at this time it was 82.63%)
      WTC WHEG Award Commit = 103.18% (last year at this time it was 80.64%)
      WTG Award Commit = 103.50% (last year at this time it was 102.29%)

  3. The 2002-03 voucher (V) process began August 2, 2002.

  4. TIP nomination forms can now be sent to Sandy Dercole.

  5. Beginning with the 2002-03 academic year, file maintenance will be accepted for the following items only:
      Professional Judgement changes
      Special Tuition
      Selective Service changes
      Special Circumstances
    If you have a situation that you believe is a special circumstance, please contact the program coordinator. ALL other changes must by made by submitting information to the federal processor. Please note that we are now accepting file maintenance for 2002-03.

  1. The next training sessions will be held:

      July 25, 2002
      September 19, 2002

    The program begins at 10:00 a.m. and ends no later than 3:00 p.m. It is held at the HEAB offices at 131 W. Wilson St, Suite 902, Madison, WI. We have room for up to 6 people at each session.
